As to energy and the environment, the Bank will promote a more systematic and detailed effort to integrate environmental considerations in planning, development and use of energy. It will also pay special attention to the use of clean coal technologies and measures to integrate transborder concerns such as acid rain.

Assistance in the field of application of clean coal technologies was provided to countries in Central Asia in the framework of the United Nations Development Account project, co-managed by the regional adviser.

The transfer of clean coal technologies to developing countries required careful analysis and planning and an environmental compliance strategy in order to meet specific emission limits from various sources or overall region-wide emission rates over a certain period of time, as dictated by legislation or other agreements.
٦٢ - ويتطلب نقل تكنولوجيات الفحم النظيفة الى البلدان النامية تحليلا وتخطيطا دقيقا ووضع استراتيجية للامتثال البيئي بغية عدم تجاوز حدود معينة للانبعاثات من مختلف المصادر أو معدلات الانبعاثات إجمالا على النطاق الاقليمي عبر فترة زمنية معينة، حسبما تقررها التشريعات والاتفاقات اﻷخرى.

The effect of specific legislation and legislative language in effecting the choice of clean coal technologies to be adopted by a country (and the overall cost of an emissions reduction programme) cannot be overemphasized.

The cost of clean coal technologies that would reduce emissions in new power plants was high; the cost of retrofitting clean coal technologies to existing plants was even higher, often exceeding the original plant cost. The technical basis for clean coal technology decision-making was inherently complex and also required comprehensive training in project financial assessment.

Growing concern over environmental degradation has led ESCAP to promote national efforts in establishing sustainable policies for natural resources development and management. For example, several meetings were held to consider the issues and options relating to energy infrastructure policies and pricing, the use of clean coal technologies and policies that encourage sustainable energy development, such as energy efficiency and fuel switching.
وأدى الاهتمام المتزايد بالتدهور البيئي إلى أن تقوم اللجنة بتعزيز الجهود الوطنية لوضع سياسات مستدامة للتنمية وﻹدارة الموارد الطبيعية، ومن ذلك مثلا، عقد اجتماعات عديدة لدراسة المواضيع والخيارات المتعلقة بسياسات الهياكل اﻷساسية للطاقة وتسعيرها واستخدام تكنولوجيات الفحم النظيفة والسياسات التي تشجع التنمية المستدامة للطاقة مثل كفاءة الطاقة والتحول في استخدام الوقود.

The Chief of the Energy Section of the Department for Development Support and Management Services introduced the report of the Secretary-General on issues in the transfer of clean coal technologies to developing countries (E/C.13/1994/6), in which it was stated that new energy and pollution control systems were the products of years of research and development in hundreds of government and private laboratories throughout the world.
٦١ - قدم رئيس قسم الطاقة بإدارة خدمات الدعم والادارة من أجل التنمية تقرير اﻷمين العام عن قضايا في مجال نقل تكنولوجيات الفحم النظيفة الى البلدان النامية (E/C.13/1994/6)، الذي ورد فيه أن نظم الطاقة الجديدة ومكافحة التلوث هي نتاج سنوات من البحث والتطوير في مئات من المختبرات الحكومية والخاصة في جميع أنحاء العالم.
