٤ - يدعو حكومات البلدان المصدرة إلى التزام أقصى قدر ممكن من اليقظة ازاء طلبات استيراد المؤثرات العقلية التي ترد من بلدان تعتبر نظمها الرقابية قاصرة، ولا سيما من أجل الحيلولة دون القيام بعمليات اعادة تصدير غير خاضعة للمراقبة، وضمان تجنب التصدير إلى الموانىء الحرة ومناطق التجارة الحرة في حالة عدم فرض ضوابط رقابة على عمليات اعادة التصدير؛
