3. The Secretary-General notes that, as indicated in paragraph 2 of his report to the General Assembly at its fifty-first session (A/C.5/51/9, dated 29 November 1996), he had already taken into account all relevant recommendations made by the independent High-level Group of Experts on Procurement.

In paragraph 8 of his report to the General Assembly, at its fiftieth session (A/C.5/50/18), the Secretary-General indicated that the 1994 floor/ceiling exchange rates had been derived by applying the previous formula of 4 per cent above and 4 per cent below the average exchange rate to the year 1993.

This tragic situation attracted the attention of the Secretary-General of the United Nations, who referred to it in paragraph 711 of his report to the General Assembly on the work of the Organization (A/50/1), in which he described the humanitarian situation in Iraq by saying that " health conditions have continued to deteriorate throughout the country because of the shortage of essential drugs and medical supplies.

Following his October 2001 mission to the Sudan and Kenya and the presentation of his report to the General Assembly (see A/56/336), the Special Rapporteur travelled to the region in February-March 2002 to collect updated information for the presentation of his report to the Commission on Human Rights at its fifty-eighth session.

In paragraph 7 of his report to the General Assembly on the budget for the Tribunal for the biennium 2008-2009 (A/62/374), the Secretary-General indicated that a number of external factors beyond the Tribunal's control can and will have a major impact on the anticipated completion dates of trials.

44. The Special Rapporteur considers it necessary, in this part of his report to the General Assembly, to update his analysis and conclusions concerning the current state of international legislation on mercenary activities.
٤٤ - يرى المقرر أن من الضروري أن يستكمل في هذا الجزء من تقريره المقدم إلى الجمعية العامة التحليل والاستنتاجات بشأن الحالة الراهنة للتشريع الدولي المتعلق بأنشطة المرتزقة.

In this context, the Special Rapporteur decided to dedicate the thematic section of his report to the General Assembly to the impacts of climate change on migration.
