27. In its resolution 13/24, the Council requested OHCHR to prepare a report on the outcome of the panel discussion on the protection of journalists in situations of armed conflict held during the fourteenth session of the Council.

Section III will examine the trend of violence against journalists in all situations and the obligation of States to protect journalists under international human rights law, while section IV will examine the specific protection needs of journalists in situations of armed conflict and focus on the protection guarantees under international humanitarian law.

In November 2011, the 31st International Conference of the Red Cross and Red Crescent adopted the Four-Year Action Plan for the Implementation of International Humanitarian Law, in which the importance of journalists was reaffirmed and recommendations aimed at the protection of journalists in situations of armed conflict were made.
وفي تشرين الثاني/نوفمبر 2011، اعتمد المؤتمر الدولي الحادي والثلاثون للصليب الأحمر والهلال الأحمر خطة عمل تمتد لأربع سنوات لتنفيذ القانون الدولي الإنساني، جددت التأكيد على أهمية الصحفيين وقدمت توصيات بهدف حماية الصحفيين في حالات النزاع المسلح.

Although the above examples of challenges and good practices relating to the protection of journalists in situations of widespread violence or impunity have been drawn from Latin America, this is not the only region in which these issues are a concern.

The Council had addressed traditional issues such as human rights, the right to food and the right to development, but also the impact of the global economic and financial crises on human rights, the protection of journalists in situations of armed conflict, and the adverse effects of toxic waste on human rights.

Other thematic issues discussed by the Council that I wish to highlight include timely discussion of the impact of the global economic and financial crises on human rights, the human rights of persons with disabilities, human rights education and training, the right to the truth, the protection of journalists in situations of armed conflict, and the adverse effects of toxic waste on human rights.

Ms. Salvesen (Norway) noted that the report of the Special Rapporteur focused not only on protection of journalists in situations of armed conflict, but also on the fact that many journalists risked their lives in non-conflict situations, while covering social problems, organized crime, human rights violations and corruption.
