The constitutional principle of equal pay for equal work (Article 70/B para 2 of the Constitution) is to be conceived as a partial substantive right of the right to the enjoyment of just and favourable conditions of work (Art. 7 of the Covenant; Article 70 /B paras 2-4 of the Constitution).
