With reference to my letter dated 22 February 2007 (see annex) concerning the request of the Government of Lebanon to extend the mandate of the International Independent Investigation Commission, I would be grateful if you would arrange for the text of the enclosure to be circulated as a document of the Security Council.

I was pleased to note that the Lebanese authorities spoke out against the incident and launched an investigation, but I reiterated my call upon the Government of Lebanon to extend its authority over all of its territory and to prevent such attacks.

Welcoming the steps taken by the Government of Lebanon to extend its authority over its territory, through its own legitimate armed forces, such that there will be no weapons without the consent of the Government of Lebanon and no authority other than that of the Government of Lebanon, and encouraging it to continue its efforts in this regard,
وإذ يرحب بالإجراءات التي اتخذتها حكومة لبنان لبسط سلطتها على أراضيها، من خلال ما تقوم به قواتها المسلحة الشرعية، بحيث لا تكون هناك أسلحة بدون موافقة حكومة لبنان ولا سلطة غير سلطة حكومة لبنان، وإذ يشجعها على مواصلة جهودها في هذا الصدد،

52. Activities by Hizbollah along the Blue Line over the past six months, as described in paragraph 44 above, have highlighted the need for the Government of Lebanon to extend control over all of its territory under its sole and exclusive authority.
