During the reporting period, the security situation in the Abyei Area remained tense and volatile owing to the continued presence of security forces, the large-scale migration of Misseriya nomads and the beginning of the return of displaced Ngok Dinka, 3,000 of whom have returned to the Abyei Area over the past two months.

On 13 March, the UNISFA Head of Mission wrote to both Governments to propose the organization of the event in Aweil, with the support of the Governor of Northern Bahr el-Ghazal State in South Sudan, following his successful facilitation of Misseriya and Dinka Malual and Reizegat and Dinka Malual traditional peace conferences during the current dry season.

Setting in place the conditions for the peaceful and orderly return of displaced Ngok Dinka and migration of Misseriya nomads represents a critical requirement for restoring genuine and lasting stability to the Abyei Area as a prelude to facilitating inter-community dialogue leading to peaceful coexistence.
41 - إن توفير الظروف الملائمة للعودة السلمية والمنظمة لأبناء قبيلة دينكا نقوك النازحين ولهجرة الرحّل من قبيلة المسيرية شرط حاسم لاستعادة الاستقرار الحقيقي والدائم في منطقة أبيي توطئة لتيسير الحوار بين المجتمعات المحلية، وصولا إلى التعايش السلمي.

28. UNISFA covered most of the Abyei Area and conducted extensive day-and-night patrols, using tanks and armoured personnel carriers to deter any security threats, become more visible and facilitate the safe and smooth return of displaced persons and the migration of Misseriya nomads.

One of the indicators of success in this regard was the facilitation of the peaceful and orderly migration of Misseriya nomads from October 2012 to June 2013 and the return of approximately 21,600 internally displaced persons and refugees to the Abyei Area and approximately 5,500 to Abyei town.

The upcoming southward migration of Misseriya nomads through the Abyei Area, which is expected to commence in late October/early November and was blocked last year owing to the security situation, may further contribute to the existing tensions between the Ngok Dinka and the Misseriya communities following the May hostilities.

In order to maintain effective control over progress in the reverse migration of Misseriya nomads and to maintain security in areas where displaced Ngok Dinka have returned, UNISFA conducted extensive day and night patrols, using armoured personnel carriers to deter threats and increase its visibility.
32 - لمواصلة الحفاظ على السيطرة الفعالة على ما يحرز من تقدم في مجال الهجرات العكسية للبدو الرحل من قبائل المسيرية وللحفاظ على الأمن في المناطق التي عاد إليها النازحون من الدنكا نقوك، قامت قوة الأمم المتحدة الأمنية المؤقتة لأبيي بتسيير دوريات نهارية وليلية مكثفة، مستخدمة لذلك ناقلات جند مدرعة، لردع أي تهديدات ولزيادة إبراز وجودها.

5. The seasonal migration of Misseriya nomads through the Abyei Area remained generally peaceful during the period under review.
5 - وتمت الهجرة الموسمية لبدو المسيرية عبر منطقة أبيي عموماً بأمان خلال الفترة قيد الاستعراض.

On 13 January, in Kadugli, Misseriya and Ngok Dinka, tribal leaders signed an agreement governing the migration of Misseriya nomads through the Abyei area for 2011, the payment of reparations for incidents that occurred during the last migration season, and the opening of the Nyama-Abyei road to returning internally displaced persons.
وفي 13 كانون الثاني/ يناير في كادقلي، وقع زعيما قبيلتي المسيرية ودينكا نقوك اتفاقا ينظّم ترحال المسيرية الرحّل عبر منطقة أبيي في عام 2011، ودفْع التعويضات عن الحوادث التي وقعت خلال موسم الترحال الماضي، وفتْح طريق نياما - أبيي للعائدين من المشرّدين داخليا.
