With reference to the Guidelines for the recognition of New States in Eastern Europe and the Soviet Union, the European Community made a statement on 31 December 1991 to the effect that " the recognition does not imply acceptance by the EC and its member States of the position of any republic as regards territory which is under dispute by two or more republics " .
