The right of non-acceptance refers to any decision adding or transferring a substance to a schedule of the 1971 Convention.k However, if the International Narcotics Control Board concluded that the aims of the Convention were endangered as a result of a party's non-acceptance of a decision, it would have the possibility of applying the sanctions foreseen in article 19 of the 1971 Convention.
20- وينطبق حقُّ عدم القبول على أيِّ قرار بإضافة مادة إلى أحد جداول اتفاقية سنة 1971 أو نقلها من جدول إلى آخر.() ومع ذلك، فإذا خلصت الهيئة الدولية لمراقبة المخدِّرات إلى أنَّ أهداف الاتفاقية مُهدَّدة بسبب عدم قبول طرف ما لأحد القرارات، فإنَّ بوسعها أن تطبِّق العقوبات المنصوص عليها في المادة 19 من اتفاقية سنة 1971.
