The Committee, in considering applications for consultative status, should ensure, to the extent possible, participation of non-governmental organizations from all regions, and particularly from developing countries, in order to help achieve a just, balanced, effective and genuine involvement of non-governmental organizations from all regions and areas of the world.

However, we note that the issues of legal and financial implications of modifying the current arrangements for non-governmental organization participation, with a view to enhancing their participation in all areas of the United Nations system, and the question of the participation of non-governmental organizations from all regions, particularly from developing countries, have not been adequately addressed.

They emphasized that according to Council resolution 1996/31 (paras. 5 and 6) the Committee should ensure, to the extent possible, participation of non-governmental organizations from all regions, particularly from developing countries.
