Pursuant to the right to security in the case of deprivation of liberty, persons subject to an order of placement in an accommodation facility are immediately informed, in a language they speak or understand, of the reasons underlying the order and of their rights and obligations while they are housed in the facility.

9. While noting that the State party introduced a computerized system for registration of all information related to detention by the police, the Committee is concerned that not all information is entered in the system, as certain information - such as the time of arrival at the police station and the time of placement in a cell - is missing (art. 2).
9- وفي الوقت الذي تلاحظ فيه اللجنة وضع الدولة الطرف نظاماً حاسوبياً لتسجيل جميع المعلومات المتصلة بعمليات الاحتجاز على يد الشرطة، فإن القلق يساورها بسبب عدم إدراج جميع المعلومات في هذا النظام، لأن بعض المعلومات، مثل وقت الوصول إلى مركز الشرطة ووقت الإيداع في الزنزانة، غير متوفرة() (المادة 2).

(c) Develop clear guidelines in order to ensure that children's rights are respected throughout the entire process of placement in alternative care, with priority given to family-type and community-based measures; in doing so take into account the Guidelines for the Alternative Care of Children;

As for accused persons who are brought in further to a warrant, interviews must be conducted within 24 hours of placement in custody. If a person is held in custody beyond the 24-hour time limit without being interviewed or presented to the Department of Public Prosecutions in accordance with the foregoing, the detention shall be deemed arbitrary and the officer in charge will face prosecution under the Criminal Code for deprivation of liberty.

The Committee calls upon the State party to take appropriate measures to enable men and women with disabilities who are of marriageable age to marry and found a family, as well as to provide adequate support services to men and women, boys and girls with disabilities to enable them to live with their families, in order to prevent or reduce the risk of placement in an institution.
37- تطلب اللجنة إلى الدولة الطرف أن تتخذ تدابير مناسبة لتمكين الرجال والنساء ذوي الإعاقة الذين بلغوا سن الزواج من الزواج وتأسيس أسرة، كما تطلب إليها أن توفر خدمات الدعم الكافية للرجال والنساء والفتيان والفتيات ذوي الإعاقة لتمكينهم من العيش مع أسرهم بغية الحيلولة دون إيداعهم في إحدى مؤسسات الرعاية والحد من تلك الإمكانية.

37. The Committee calls upon the State party to take appropriate measures to enable men and women with disabilities who are of marriageable age to marry and found a family, as well as to provide adequate support services to men and women, boys and girls with disabilities to enable them to live with their families, in order to prevent or reduce the risk of placement in an institution.

Furthermore, the Committee recommends proper resource allocation, functioning and monitoring of the care institutions, including those run by NGOs, and foster care as well as a periodic review of placement in conformity with article 25 of the Convention and the recommendations issued after the general day of discussion in 2005 on children without parental care.
