The Secretary-General also reported that he had sent a reconnaissance mission to Rwanda at the request of the Government of Rwanda and the RPF in order to assess the needs of a proposed neutral international force that would facilitate the implementation of the provisions of the peace agreement.

In paragraph 11 of its resolution 846 (1993) of 22 June 1993, the Security Council had requested the Secretary-General to report on the contribution the United Nations could make to assist the OAU in the implementation of a comprehensive peace agreement between the Government of Rwanda and the RPF and to begin contingency planning in the event that the Council decided such a contribution was needed.
