٢ - )أ( أي التزامات أخرى غير مصفاة تتعلق بالفترة المالية المعنية مستحقة للحكومات عن سلع وردتها وخدمات قدمتها، وكذلك أي التزامات أخرى مستحقة للحكومات، لم ترد بعد المطالبات اللازمة بشأنها، تظل سارية لفترة إضافية مدتها أربع سنوات، تبدأ بعد انتهاء فترة اﻹثني عشر شهرا المنصوص عليها في البند ٤-٣؛

Any unliquidated obligations of the financial period in question shall, at that time be cancelled or where the obligation remains a valid charge, transferred as an obligation against current appropriations.
وتُلغى عندئذ جميع الالتزامات غير المصفاة المتعلقة بالفترة المالية المذكورة أو يحمل الالتزام، إذا ظل صحيحا، على اعتمادات الفترة المالية الجارية.
