6. The Board felt that the proceedings of the High-level Intergovernmental Meeting could be significantly enhanced if a comprehensive assessment of the progress in the implementation by Governments of the Programme of Action was made available to the Meeting.

It was preceded by a one-day meeting of senior officials on 25 September 1995, which addressed outstanding issues related to the organization of work of the High-level Intergovernmental Meeting.
