With reference to the legislative initiative, the so-called " Cuban Liberty and Democratic Solidarity Act " , known as the Helms-Burton Act, the States members of the Permanent Mechanism for Consultation and Policy Coordination - the Rio Group - have issued the following statement:

We, the Heads of State and Government of the countries of the Permanent Mechanism for Consultation and Policy Coordination (Rio Group), meeting in the city of Quito on 4 and 5 September 1995, have agreed to issue the following

The countries of the Permanent Mechanism for Consultation and Concerted Political Action (Rio Group) reiterate their condemnation of nuclear-weapon tests and deplore those carried out on 28 May by Pakistan.
إن بلدان اﻵلية الدائمة للتشاور والتفاهم السياسي )مجموعة ريو( تكرر اﻹعراب عن ادانتها ﻹجراء تجارب لﻷسلحة النووية وتعرب عن أسفها إزاء التجارب التي أجرتها باكستان في ٨٢ أيار/مايو.

We, the heads of State and Government meeting at Cochabamba, wish to express our thanks and congratulations to the President of the Republic of Bolivia, Gonzalo Sánchez de Lozada, to his Government and to the people of Bolivia for their hospitality and for the excellent organization and conduct of the tenth summit of the Permanent Mechanism for Consultation and Concerted Political Action.

We, the heads of State and Government meeting at Asunción, wish to express our thanks and congratulations to the President of the Republic of Paraguay, Juan Carlos Wasmosy, to his Government and to the people of Paraguay for their hospitality and for the excellent organization and conduct of the Eleventh Summit of the Permanent Mechanism for Consultation and Concerted Political Action.
٤٥ - ونحن، رؤساء الدول والحكومات المجتمعين في أسنسيون، نعرب عن شكرنا للسيد رئيس جمهورية باراغواي، خوان كارلوس واسموسي، لما لقيناه من كرم ضيافة باراغواي حكومة وشعبا ونقدم تهانينا للتنظيم الممتاز وإدارة مؤتمر القمة الحادي عشر لﻵلية الدائمة للتشاور والعمل السياسي المتضافر.

At their recent meeting at Quito the Heads of State and Government of the Permanent Mechanism for Consultation and Concerted Policy Action — the Rio Group — expressed their profound concern at and repudiation of the resumption of nuclear testing by certain nuclear-weapon States.
وفي الاجتماع المعقـــــود مؤخرا في كويتو، أعرب رؤساء دول أو حكومات البلدان اﻷعضاء في اﻵلية الدائمة للتشاور وللعمل المنسق لوضع السياسات - مجموعة ريو - عن قلقهم البالغ واستنكارهم لاستئناف بعض الدول النووية للتجارب النووية.

I have the honour to transmit to you herewith the communiqué issued on 25 March 1999 by the countries members of the Permanent Mechanism for Consultation and Concerted Political Action in Latin America (Rio Group) concerning the situation in Kosovo (see annex).

33. At the ninth Meeting of Heads of State and Government of the Permanent Mechanism for Consultation and Concerted Political Action, held recently at Quito, Ecuador, the Governments of the 14 American countries members of the Rio Group had reaffirmed their condemnation of terrorism in all its forms and their determination to combat it in a vigorous and concerted manner.

2. The Panamanian Government, within the framework of the Permanent Mechanism for Consultation and Concerted Political Action (Rio Group), approved the resolutions issued on 8 March and 14 October 1996, which emphatically reject the Helms-Burton Act.

Last August last I had the great honour of chairing in Asunción the eleventh summit of the Heads of State and Government of the Permanent Mechanism for Consultation and Policy Coordination — the Rio Group — the members of which are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Mexico, Guyana, Honduras, Panama, Paraguay, Peru, Uruguay and Venezuela.

We, Heads of State and Government, meeting in Quito, would like to express our gratitude to the President of the Republic of Ecuador, Sixto Durán Ballén, to his Government and to the people of Ecuador and we congratulate them on the efficient organization and conduct of the ninth summit of the Permanent Mechanism for Consultation and Policy Coordination.
٢٣ - كما نعرب عن امتناننا، نحن رؤساء الدول والحكومات المجتمعين في كيتو لرئيس الجمهورية سكستو دورن بالن ولحكومته ولشعب إكوادور ونشكرهم على حسن تنظيم وسير القمة التاسعة لﻵلية الدائمة للتشاور والتنسيق السياسي.

59. We, the heads of State and Government meeting in Panama City, express our appreciation and congratulations to the President of the Republic of Panama, Ernesto Pérez Balladares, his Government and the Panamanian people for their hospitality, and for the excellent organization and operation of the Twelfth Summit of the Permanent Mechanism for Consultation and Concerted Political Action (Rio Group).

24. We, heads of State and Government, assembled in Rio de Janeiro, would like to express our gratitude to President Itamar Franco for the hospitality shown to us by the Government and people of Brazil, as well as to extend our congratulations for the efficient organization and conduct of the eighth summit of the Permanent Mechanism of Political Consultation and Concertation.
