(4) Paragraph 1 of the present article is not designed to vest international organizations with functions that are outside their respective mandates.

Any State that does not sign the Convention before its entry into force in accordance with paragraph 3 of the present article may accede to it at any time.

3. Any person regarding whom the measures referred to in paragraph 2 of the present article are being taken shall be entitled:

The State which makes the investigation contemplated in paragraph 1 of the present article shall promptly inform the said States Parties of its findings and shall indicate whether it intends to exercise jurisdiction.

According to article 48 (e) of the Constitution: " The law determines the punishment for anyone who contravenes the provisions of any paragraph of the present article, together with appropriate compensation for any damage which the person may suffer as a result of such contravention or detention.
