It was also widely felt that, in order to provide guidance to States as to how to address those issues in their insolvency law, the thrust of paragraphs 2 and 3 could be set out in the guide to enactment with appropriate cross-references to the UNCITRAL Legislative Guide on Insolvency Law and the insolvency chapter of the Secured Transactions Guide.
