٧ - يؤكد على مسؤولية اﻷطراف الصومالية عن أمن وسلامة موظفي عملية اﻷمم المتحدة الثانية في الصومال وغيرهم من الموظفين المشتركين في اﻷنشطة اﻹنسانية ويطالب بقوة في هذا السياق أن تمتنع جميع اﻷطراف في الصومال عن ارتكاب أي أعمال ترويع أو عنف ضد هؤلاء الموظفين؛

In its resolution 49/21 L of 20 December 1994 on assistance for humanitarian relief and the economic and social rehabilitation of Somalia, the General Assembly, inter alia, noted with concern that the failure of the Somali parties to achieve political reconciliation and to maintain secure conditions in some parts of the country had impeded the full transition from relief operations to reconstruction and development.
١ - لاحظت الجمعية العامة مع القلق، ضمن جملة أمور، في قرارها ٤٩/٢١ لام، المؤرخ ٢٠ كانون اﻷول/ ديسمبر ١٩٩٤ بشأن تقديم المساعدة من أجل اﻹغاثة اﻹنسانية والانعاش الاقتصادي والاجتماعي في الصومال، أن إخفاق اﻷطراف الصومالية في تحقيق المصالحة السياسية وإقرار أوضاع آمنة في بعض أجزاء البلد قد عرقل الانتقال بصورة تامة من مرحلة عمليات اﻹغاثة الى مرحلة التعمير والتنمية.
