In this regard, the Council fully supports the joint statement by MONUA and the representatives of the three observer States issued on 14 July 1997.

Taking note of the statement of the Ministers of Foreign Affairs of the three observer States to the Lusaka Protocol and of their letter to the leader of the União Nacional para a Independência Total de Angola (UNITA) of 24 September 1998 (S/1998/916),
وإذ يحيط علما ببيان وزراء خارجية الدول المراقبة الثلاث لبروتوكول لوساكا ورسالتهم إلى زعيم الاتحاد الوطني للاستقلال التام ﻷنغولا )يونيتا( المؤرخة ٢٤ أيلول/سبتمبر ١٩٩٨ (S/1998/916)،

On 11 April, the Government of Unity and National Reconciliation was inaugurated, during a solemn ceremony attended by Heads of State and Government and other dignitaries from various countries, including the Secretary-General of the Organization of African Unity (OAU) and the representatives of the three observer States.
٥ - وفي ١١ نيسان/أبريل، تقلدت حكومة الوحدة والمصالحة الوطنية زمام الحكم، في مراسم حضرها رؤساء دول وحكومات وغيرهم من الشخصيات البارزة من بلدان مختلفة، كما حضرها اﻷمين العام لمنظمة الوحدة اﻷفريقية وممثلو الدول الثلاث المراقبة.

The Council considers this letter as constituting the required formal acceptance by UNITA of the complete set of proposals on national reconciliation, which were submitted to it on 28 May 1994 by the Special Representative of the Secretary-General and the Representatives of the three observer States of the Angolan peace process.

However, despite that statement, a UNITA delegation participated in two follow-up meetings of the Joint Commission, which were attended by the representatives of the three observer States.
