3. With respect to paragraph 2, the present report indicates the major ongoing financial and technical assistance projects of relevance to the improvement of the transit environment of the Central Asian republics and their transit developing neighbours.
٣ - وبالنسبة للفقرة ٢ من القرار، تضمن التقرير إشارة إلى المشاريع الرئيسية الجارية لتقديم مساعدة مالية وتقنية ذات صلة بتحسين بيئة المرور العابر في جمهوريات آسيا الوسطى وجيرانها من بلدان المرور العابر النامية.

He highlighted the need for tackling various aspects of transit problems, and noted that improvement of the transit environment required cooperative arrangements between land-locked and transit developing countries based on equality and mutual benefit.
وأبرز ضرورة معالجة مختلف جوانب مشاكل المرور العابر، وأشار الى أن تحسين بيئة المرور العابر يقتضي وضع ترتيبات تعاونية بين البلدان غير الساحلية وبلدان المرور العابر النامية على أساس من المساواة والمنفعة المتبادلة.

٢ - تدعـو البلدان المانحة والمؤسسات المالية واﻹنمائية المتعددة اﻷطراف إلى أن تقوم، في إطار ولايتها، بتقديم مساعدات مالية وتقنية مناسبة إلى الدول النامية غير الساحلية المستقلة حديثا في آسيا الوسطى ولجيرانها من بلدان المرور العابر النامية، لتحسين بيئة المرور العابر لتلك البلدان؛

(c) The provision, to the newly independent and developing landlocked States in Central Asia and their transit developing neighbours, of appropriate financial and technical assistance for the improvement of the transit environment, including construction, maintenance and improvement of their transport, storage and other transit-related facilities and improved communications;
(ج) تقديم مساعدات مالية وتقنية مناسبة إلى الدول غير الساحلية المستقلة حديثا والنامية في آسيا الوسطى، وإلى جيرانها من بلدان المرور العابر النامية، لتحسين بيئة المرور العابر لتلك البلدان، بما في ذلك بناء وصيانة وتحسين مرافق النقل والتخزين وغير ذلك من المرافق ذات الصلة بالنقل العابر، وتحسين الاتصالات؛

3. As regards subparagraphs (b) to (d) above, the present report indicates the major ongoing financial and technical assistance projects of relevance to the improvement of the transit environment of the Central Asian countries and their transit developing neighbours.

Turkey was of the opinion that addressing the issue of the transit environment of Central Asia and the Caucasus, which was intricately linked to Central Asia, presented immense opportunities for subregional, regional and international cooperation and firmly believed that the effects of such positive contribution would be felt in the enhancement of international peace and security and the growth of confidence and stability.
٠١ - وذكر أن تركيا ترى أن تناول مسألة بيئة المرور العابر في آسيا الوسطى والقوقاز، المرتبط ارتباطا محكما بآسيا الوسطى، يوفر فرصا هائلة للتعاون دون اﻹقليمي واﻹقليمي والدولي، وأنها تعتقد اعتقادا راسخا أن هذه المساهمة اﻹيجابية ستكون لها آثار ملموسة فيما يتعلق بتعزيز السلم واﻷمن الدوليين ونمو الثقة والاستقرار.

(b) In paragraph 2, the General Assembly invited donor countries and multilateral financial and development institutions, within their mandates, to provide newly independent and developing landlocked States in Central Asia and their transit developing neighbours with appropriate financial and technical assistance for the improvement of the transit environment for these countries.
