Mr. GOOSEN (South Africa) said that the amendment proposed by Egypt was consistent with decision 1 of the 1995 Conference, concerning the strengthening of the review process of the Treaty; the last phrase of paragraph 7 specifically stipulated that review conferences " should also address specifically what might be done to strengthen the implementation of the Treaty and to achieve its universality " .
