The present paper will focus on the fulfilment of action 4 of the 2010 action plan, which calls upon the Russian Federation and the United States of America to seek the early entry into force and full implementation of the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (New START Treaty).

In view of the ongoing implementation of the Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (the new START Treaty), her Government encouraged further talks aimed at the continued reduction of nuclear-weapon arsenals, including all substrategic, tactical and non-deployed nuclear weapons.
