From the beginning of the conflict, the Holy See has supported, especially within the Organization for Security and Cooperation in Europe (OSCE), the principle of the personal responsibility of the parties, and it therefore welcomes today the establishment of the International Tribunal as an instrument of the international community to express its condemnation of violations of international humanitarian law.
