٥ - ترحب بقيام بعض البلدان الدائنة بشطب جزء كبير من الديون الرسمية الثنائية ﻷقل البلدان نموا، وتدعوها إلى القيام، كلما أمكن، بإلغاء ديون المساعدة اﻹنمائية الرسمية أو إجراء عملية تخفيف يكون لها أثر مماثل على أقل البلدان نموا، ولا سيما تلك الموجودة في أفريقيا؛

Although bilateral creditors had continued to write off the official debt of several low-income countries, in several low- and middle-income countries unsustainable levels of external debt were continuing to create a considerable barrier to economic and social development and increase the risk that the Millennium development goals regarding development and poverty reduction would not be attained.

Notes the International Monetary Fund's provision of interest relief to low-income countries in the form of zero payments for concessional lending facilities until the end of 2011, and further calls for a temporary debt moratorium on official debt of low-income countries until 2011 to provide them with much needed fiscal space to respond to the crisis;

Bangladesh strongly supports the proposal made by the Secretary-General in his 1998 report on the causes of conflict and the promotion of durable peace and sustainable development in Africa (A/52/871) for conversion of all the remaining official debt of the poorest African countries into grants by the creditor countries.
وتؤيد بنغلاديش بشدة اقتراح اﻷمين العام في تقريره لعام ١٩٩٨ عن أسباب النزاع في أفريقيا وتعزيز السلم الدائم والتنمية المستدامة فيها (A/52/871) بأن تحول البلدان الدائنة كافة الديون الرسمية المتبقية على أفقر البلدان اﻷفريقية إلى هبات.

We need to concretize these pledges by adopting measures to accelerate debt relief such as the cancellation of the official debt of those countries and the expansion of the Heavily Indebted Poor Countries Debt Initiative.
ونحن نحتاج إلى تحويل هذه التعهدات إلى واقع باتخاذ تدابير للتعجيل بالتخفيف من الديون مثل إلغاء الدين الرسمي على هذه البلدان والتوسع في مبادرة الديون للبلدان الفقيرة المثقلة بالمديونية.
