A large number of developing countries - about two thirds of the low-income countries, mostly sub-Saharan - have had their bilateral official debts rescheduled under Paris Club agreements. In 1991, Paris Club creditors increased the concessionality of the debt restructuring under the so-called " enhanced Toronto terms " .
وقد ووفق بموجـــب اتفاقـــات مع نادي باريس على إعادة جدولة الديون الرسمية الثنائية لعدد كبير من البلدان النامية - يبلغ نحو ثلثي البلدان المنخفضة الدخل التي يقع معظمها جنوب الصحراء الكبرى - وفي عام ١٩٩١ زادت الحكومات الدائنة المشتركة في نادي باريس الترتيبات التساهلية الممنوحة في إطار إعادة هيكلة الديون، وذلك بموجب ما يعرف باسم " شروط تورنتو المحسنة " .
