1. ١- تعلن أن جميع أشكال العنصرية والتمييز العنصري، سواء في شكلها المؤسسي أو في شكلها الناتج عن مذاهب رسمية تقول بالتفوق العرقي أو الاستبعاد العرقي، مثل التطهير العرقي، هي من أخطر انتهاكات حقوق اﻹنسان في العالم المعاصر ويجب مكافحتها بجميع الوسائل المتاحة؛
