7. The Act concerning the National Institute for Women, published in the Official Journal of the Federation on Friday, 12 January 2001, stipulates as follows:

On 29 December 1992, the Chamber of Deputies approved the publication of the Federal Cinematography Act in the Official Journal of the Federation with a view to promoting the production, distribution, sale and screening of films, as well as rescuing and preserving them.
وفي 29 كانون الأول/ديسمبر 1992 أقرّ مجلس النواب نشر القانون الاتحادي للسينما في الجريدة الرسمية للاتحاد بقصد تعزيز إنتاج وتوزيع وبيع الأفلام وعرضها وكذلك إنقاذها والحفاظ عليها.

The Regulations governing the Federal Cinematography Act were published in the Official Journal of the Federation on 29 March 2001 and made possible the creation of the Film Investment and Promotion Fund (FIDECINE), the purpose of which is to promote quality commercial films.
أما اللوائح المنظِّمة للقانون الاتحادي للسينما فقد نُشِرت في الجريدة الرسمية للاتحاد في 29 آذار/مارس 2001 ويسَّرت إيجاد صندوق للاستثمار في الأفلام وتعزيزها الذي يرمي إلى تعزيز جودة الأفلام التجارية.

830. The Science and Technology Act, published in the Official Journal of the Federation in June 2002, makes reference to the right of the Mexican population to share in the benefits that accrue from scientific and technological progress.

965. Likewise, the Regulations to implement the Act on Career Professional Service in the Federal Public Administration, published in the Official Journal of the Federation on 2 April 2004, launched the Career Professional Service.
965- كذلك صدرت اللائحة التنفيذية لقانون الخدمة المهنية الوظيفية في الإدارة العامة الاتحادية، ونُشرت في الجريدة الرسمية للاتحاد في 2 نيسان/أبريل 2004، وأنشئت بموجبها الخدمة المدنية الوظيفية.

2. Article 8 of the General Act on the Linguistic Rights of Indigenous Peoples, published in the Official Journal of the Federation on Thursday, 13 March 2003, stipulates that no person may be subjected to any type of discrimination on grounds of or by virtue of the language that person speaks.
2- تنص المادة 8 من القانون العام بشأن الحقوق اللغوية للشعوب الأصلية، المنشور في الجريدة الرسمية للاتحاد يوم الخميس 13 آذار/مارس 2003، على أنه لا يجوز تعريض أي شخص لأي نوع من التمييز على أساس أو بسبب اللغة التي يتحدثها.

4. Article 5 of the Act concerning the Rights of Older Persons, published in the Official Journal of the Federation on Tuesday, 25 June 2002, states in an enunciative and non-restrictive manner that its purpose is to guarantee older persons the following rights:
4- وتعلن المادة 5 من القانون المتعلق بحقوق كبار السن، المنشور في الجريدة الرسمية للاتحاد يوم الثلاثاء 25 حزيران/يونيه 2002، بطريقة واضحة وغير تقييدية أن الغرض من القانون هو ضمان الحقوق التالية لكبار السن:

1. Article 2 of the Act concerning the Commission on Human Rights of the Federal District, published in the Official Journal of the Federation on Tuesday, 22 June 1993, empowers that body to combat all forms of discrimination and exclusion which result from an act committed by a public authority affecting any person or social group.
1- تنص المادة 2 من القانون المتعلق بلجنة حقوق الإنسان في منطقة العاصمة الاتحادية، المنشور في الجريدة الرسمية للاتحاد يوم الثلاثاء 22 حزيران/يونيه 1993، على تخويل تلك الهيئة بمكافحة جميع أشكال التمييز والاستبعاد التي تنشأ عن أي فعل ترتكبه سلطة عامة ويؤثر على أي شخص أو مجموعة اجتماعية.

452. Since the promulgation of the Agrarian Act, published in the Official Journal of the Federation of 14 February 1992, all measures introduced to regulate land tenure have complied with our legal system and in turn have served to regulate the programmes adopted for the development of rural areas in Mexico.
452- ومنذ إصدار القانون الزراعي المنشور في الجريدة الرسمية للاتحاد يوم 14 شباط/فبراير 1992 كانت كل التدابير المطبَّقة لتنظيم حيازة الأراضي تمتثل لنظامنا القانوني وبالتالي تهدف إلى تنظيم البرامج المعتمدة لتنمية المناطق الريفية في المكسيك.

845. There have been no constitutional amendments, but declaratory rulings representing the supreme legal instrument currently in existence for the protection of the cultural heritage have been published in the Official Journal of the Federation and constitute a useful tool in planning and development policies for state and municipal governments.
845- لم تدخل أي تعديلات دستورية ولكن توجد أحكام إعلانية تمثِّل الصك القانوني الأعلى الموجود حالياً لحماية التراث الثقافي وهي التي نشرت في الجريدة الرسمية للاتحاد وهي تشكل أداة نافعة في تخطيط ووضع السياسات لحكومات الولايات والبلديات.

873. The National Council of Science and Technology (CONACyT) was created in December 1970 by Act of the Congress of the Union, published in the Official Journal of the Federation on 29 December of that year and amended by Decree issued on 27 December 1974.
873- لقد أُنشئ المجلس الوطني للعلم والتكنولوجيا في كانون الأول/ديسمبر 1970 بموجب قانون المؤتمر العام للاتحاد، المنشور في الجريدة الرسمية للاتحاد في 29 كانون الأول/ديسمبر من ذلك العام والمشروح في المرسوم الصادر في 27 كانون الأول/ديسمبر 1974.

6. Article 2, section II, of the Act concerning the National Commission for the Development of the Indigenous Peoples, published in the Official Journal of the Federation on Wednesday, 21 May 2003, empowers the Commission to promote the eradication of discrimination or social exclusion and the construction of a society which will be inclusive, pluralist, tolerant and respectful of intercultural differences and dialogue.
6- أما المادة 2 من القسم الثاني من القانون المتعلق باللجنة الوطنية لتنمية الشعوب الأصلية، المنشور في الجريدة الرسمية للاتحاد يوم الأربعاء 21 أيار/مايو 2003، فتخوِّل اللجنة العمل على استئصال التمييز أو الاستبعاد الاجتماعي وعلى بناء مجتمع يشمل الجميع ويتسم بالتعدُّد والتسامح واحترام الاختلافات بين الثقافات والحوار بينها.

I have the honour to transmit herewith the decree in which the Congress of the United Mexican States amends article 14, second paragraph, and article 22, first paragraph, and repeals the fourth paragraph of article 22 of the Political Constitution of the United Mexican States, thereby abolishing the death penalty. The decree was published in the Official Journal of the Federation on 9 December 2005 (see annex).
يشرفني أن أحيل إليكم طي هذه الرسالة المرسوم المنشور في 9 كانون الأول/ديسمبر 2005 في الجريدة الرسمية للاتحاد والذي أعلن بموجبه الكونغرس العام للولايات المتحدة المكسيكية تعديل الفقرة الثانية من المادة 14 والفقرة الأولى من المادة 22 ، وإلغاء الفقرة الرابعة من المادة 22 من الدستور السياسي للولايات المتحدة المكسيكية وبذا يبطل العمل بعقوبة الإعدام (انظر المرفق).
