3. A Group of Military Observers shall be established to monitor compliance with the obligations assumed by the parties under the Agreement on a Cease-fire and Separation of Forces of 14 May 1994.

I have the honour to transmit to you herewith the text of the statement of the Government of the Russian Federation of 14 May 1994 concerning the agreement on a Cease-fire and Separation of Forces signed on the same date in Moscow by the Georgian and Abkhaz parties (see annex).

2. The Mission is mandated to help the Security Council to achieve an overall objective, namely, to ensure the implementation by the parties of the 1994 Agreement on a Cease-fire and Separation of Forces and to foster a comprehensive political settlement of the Georgian-Abkhaz conflict.

It is also unable to implement fully two central aspects of its mandate: monitoring and verifying the implementation by the parties of the 1994 Moscow Agreement on a Cease-fire and Separation of Forces and matters related thereto; and contributing, by its presence in the area, to the creation of conditions conducive to the safe and orderly return of refugees and displaced persons.

The Council recalls its encouragement to Member States to make contributions, in cash or kind, to the voluntary fund in support of the implementation of the Agreement on a Cease-fire and Separation of Forces and/or humanitarian aspects including demining.

Welcoming the Agreement on a Cease-fire and Separation of Forces signed in Moscow on 14 May 1994 (S/1994/583),

31. The Agreement on a Cease-fire and Separation of Forces, signed in Moscow on 14 May 1994 between the Government of Georgia and the Abkhaz authorities, delineated a security zone and specified that there should be no armed forces or heavy equipment within that zone.

671. The Government of Georgia and the Abkhaz authorities have largely complied with the agreement of 14 May 1994 on a Cease-fire and Separation of Forces.

Although such weapons are not heavy military equipment, as defined in the Agreement on a Cease-fire and Separation of Forces signed in Moscow on 14 May 1994, they cannot be regarded as personal weapons either, and the parties can therefore be said to be not in compliance with the spirit of the agreement.

Noting that the sides, with the assistance of the Collective Peace-keeping Forces in the zone of conflict in Abkhazia, Georgia, and of the United Nations military observers, are, on the whole, observing the Agreement on a Cease-fire and Separation of Forces of 14 May 1994,

27. A trust fund was established on 29 July 1994 in accordance with paragraph 10 of Security Council resolution 937 (1994) of 21 July 1994, for contributions in support of the implementation of the Agreement on a Cease-fire and Separation of Forces.

19. As Council members are aware, neither UNOMIG's mandate nor its strength enables it to prevent violations of the agreement on a Cease-fire and Separation of Forces of 14 May 1994 (see S/1994/583, annex) or to deter armed groups from entering the security zone.
١٩ - وولاية البعثة أو قوتها، كما يعلم أعضاء المجلس، لا تمكنها من الحيلولة دون وقوع انتهاكات لاتفاق وقف إطلاق النار وفصل القوات المؤرخ ١٤ أيار/مايو ١٩٩٤ )انظر S/1994/583، المرفق( أو لردع الجماعات المسلحة عن الدخول إلى المنطقة اﻷمنية.

8. Reiterates its encouragement to Member States to contribute to the voluntary fund in support of the implementation of the Agreement on a Cease-fire and Separation of Forces signed in Moscow on 14 May 1994 (S/1994/583, annex I) and/or for humanitarian aspects including demining, as specified by the donors;
