To sum up the submission in section III below, Tuvalu is of the opinion that given the general nature of the obligations that may arise out of article 28, these are unlikely to generate disputes among Parties, and the annexes on Arbitration and Conciliation of UNCCD should logically follow a pre-emptive and non-confrontational approach.
