Article 9, paragraph 2 of the International Covenant on Civil and Political Rights states:

وتنص المادة 6 من العهد الدولي الخاص بالحقوق المدنية والسياسية على أنه في البلدان التي لم تلغ عقوبة الإعدام، يمكن إنزال هذه العقوبة فقط في أشد الجرائم خطورة وفقا للقانون الساري في زمن ارتكاب الجريمة.

Article 6 (1) of the International Covenant on Civil and Political Rights states that " Every human being has the inherent right to life.
فقد نصت الفقرة 1 من المادة 6 من العهد الدولي الخاص بالحقوق المدنية والسياسية على ما يلي: " الحق في الحياة حق ملازم لكل إنسان.

In accordance with article 40 of the International Covenant on Civil and Political Rights, States parties to the Covenant undertake to submit reports on the measures which they have taken to give effect to the rights recognized in the Covenant and on the progress made in the enjoyment of those rights.
فتنص المادة ٠٤ من العهد الدولي الخاص بالحقوق المدنية والسياسية على أن تتعهد الدول اﻷطراف في هذا العهد بتقديم تقارير عن التدابير التي اتخذتها والتي تمثل إعمالاً للحقوق المعترف بها فيه وعن التقدم المحرز في التمتع بهذه الحقوق.

In accordance with article 6, paragraph 2, of the International Covenant on Civil and Political Rights, States that have not yet abolished the death penalty should only impose it for the " most serious crimes " .
28- تنص الفقرة 2 من المادة 6 من العهد الدولي الخاص بالحقوق المدنية والسياسية على أن الدول التي لم تلغ بعد عقوبة الإعدام ينبغي ألا تطبقها إلا على " أشد الجرائم خطورة " .

37. Article 17, paragraph 2 of the International Covenant on Civil and Political Rights states that everyone has the right to the protection of the law against unlawful or arbitrary interference or attacks.
37- تنص الفقرة 2 من المادة 17 من العهد الدولي الخاص بالحقوق المدنية والسياسية على أن لكل شخص الحق في أن يحميه القانون من التدخل في الخصوصيات أو المساس غير القانوني أو التعسفي.

22. Article 1 of the International Covenant on Economic and Social Rights and the International Covenant on Civil and Political Rights states that all peoples have the right of self-determination.
22- وتنص المادة 1 من العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية والعهد الدولي الخاص بالحقوق المدنية والسياسية على أن لجميع الشعوب حق تقرير مصيرها بنفسها.

وتنص المادة ٢٥ )ب( من العهد الدولي الخاص بالحقوق المدنية والسياسية على أن الانتخابات ينبغي أن تجري على أساس الاقتراع العام المتساوي السري وأن تضمن الاعراب الحر عن إرادة الناخبين.

53. Article 6(4) of the International Covenant on Civil and Political Rights states that anyone sentenced to death shall have the right to seek pardon or commutation of the sentence.
53- تنص المادة 6(4) من العهد الدولي الخاص بالحقوق المدنية والسياسية على أن يكون لأي شخص محكوم عليه بالإعدام الحق في طلب العفو أو تخفيف الحكم.

44. Article 3 of the Universal Declaration of Human Rights states that " everyone has the right to life, liberty and security of person, " while article 6.1 of the International Covenant on Civil and Political Rights states that " every human being has the inherent right to life, [which] shall be protected by law, and [that] no one shall be arbitrarily deprived of his life. "
44- وتنص المادة 3 من الإعلان العالمي لحقوق الإنسان على أن " لكل فرد الحق في الحياة والحرية وفي الأمان على شخصه " في حين أن المادة 6-1 من العهد الدولي الخاص بالحقوق المدنية والسياسية تنص على أن " الحق في الحياة حق ملازم لكل إنسان.

Article 6 (2) of the International GE.97—14415 (E) page Covenant on Civil and Political Rights states that in countries which have not abolished the death penalty, sentence of death may be imposed for the most serious crimes in accordance with the law in force at the time of the commission of the crime and that the sentence can be carried out pursuant to a final judgement rendered by a competent court.
فالمادة ٦)٢( من العهد الدولي الخاص بالحقوق المدنية والسياسية تنص على أنه لا يجوز في البلدان التي لم تلغ عقوبة اﻹعدام أن يحكم بهذه العقوبة إلا جزاءً على أشد الجرائم خطورة وفقاً للتشريع النافذ وقت ارتكاب الجريمة وأنه لا يجوز تطبيق هذه العقوبة إلا بمقتضى حكم نهائي صادر عن محكمة مختصة.

14. The Working Group reminds the Government of Libya that article 9, paragraph 2, of the International Covenant on Civil and Political Rights states that " anyone who is arrested shall be informed, at the time of arrest, of the reasons for his arrest and shall be promptly informed of any charges against him " .
14- ويذكِّر الفريق العامل الحكومة الليبية بأن الفقرة 2 من المادة 9 من العهد الدولي الخاص بالحقوق المدنية والسياسية تنص على أنه " يتوجب إبلاغ أي شخص يتم توقيفه بأسباب هذا التوقيف لدى وقوعه كما يتوجب إبلاغه سريعاً بأية تهمة توجه إليه " .
