In their opening remarks, the Co-Chairs welcomed the experts and highlighted the importance of the meeting in developing a mutual understanding on strategies to mobilize resources from all sources to support the implementation of sustainable forest management, the achievement of the global objectives on forests and the implementation of the non-legally binding instrument on all types of forests.

The subprogramme will support member States in reviewing progress towards the achievement of the global objectives on forests and the implementation of the non-legally binding instrument on all types of forests (the Forest Instrument), as well as reviewing the contribution of forests to the internationally agreed development goals.

The present report responds to United Nations Forum on Forests resolution 7/1, in particular paragraph 1 (c) of the annex thereto, according to which the Forum is to hold a discussion at each session on the achievement of the global objectives on forests and the implementation of the non-legally binding instrument on all types of forests (hereafter referred to as the forest instrument).

Economic and Social Council resolution 2007/40 included the phrase, " a voluntary global financial mechanism/portfolio approach/forest financing framework for all types of forests ... to support the implementation of sustainable forest management, the achievement of the global objectives on forests and the implementation of the non-legally binding instrument. "
