States should, as a matter of priority, implement the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities and take all appropriate measures to fulfil the commitments of the international community embodied in the Beijing Declaration on Furthering the Implementation of the Global Programme of Action.

In line with the Manila Declaration on Furthering the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-Based Activities, recent efforts to implement the Global Programme of Action have focused primarily on addressing three pollution source categories, namely nutrients, marine litter and wastewater, through the establishment and management of global multistakeholder partnerships.
