The Special Rapporteur also recommends to the Working Group on Minorities of the Sub-Commission on the Promotion and Protection of Human Rights that it decide, in light of international law, the interpretation that should be given to the notion of minorities in the context of the Treaty of Lausanne, and in particular that it identify the communities covered by the Treaty.

Introduction 1. At the invitation of the Government of Mauritius, the United Nations Working Group on Minorities of the Sub-Commission for the Protection and Promotion of Human Rights conducted its first-ever country visit, to Mauritius, from 7 to 10 September 2001.

It is very clearly stated in the Commentary to that Declaration prepared by the Chairperson of the Working Group on Minorities of the Sub-Commission on the Promotion and Protection of Human Rights that " the rights of persons belonging to minorities are different from the rights of peoples to self-determination, and minority rights cannot serve as a basis for claims of secession or dismemberment of a State " (E/CN.4/Sub.2/AC.5/2001/2, para. 84).
