(a) all activities within the scope of the present draft articles carried out in the territory or otherwise under the jurisdiction or control of a State;

(a) " affected State " means the State in the territory or otherwise under the jurisdiction or control of which persons, property or the environment are affected by a disaster;

(d) " State of origin " means the State in the territory or otherwise under the jurisdiction or control of which the hazardous activity is carried out;
(د) تعني " دولة المصدر " الدولة التي يجري في إقليمها أو تحت ولايتها أو سيطرتها تنفيذ النشاط الخطر؛

(i) " State of origin " means the State in the territory or otherwise under the jurisdiction or control of which the activities referred to in principle 1 are carried out;

If a State has reasonable grounds to believe that an activity planned or carried out in the State of origin territory or otherwise under the jurisdiction or control of another State may have a risk of causing significant transboundary harm, the former State may request the latter to apply the provision of article 9 [10].
1- إذا كان لدى إحدى الدول أسباب معقولة تدعو للاعتقاد بأن النشاط المزمع الاضطلاع به أو الجاري تنفيذه في إقليم الدولة المصدر دولة أخرى أو تحت ولايتها أو سيطرتها قد ينطوي على مخاطر التسبب في ضرر جسيم عابر للحدود، جاز للدولة الأولى أن تطلب من الدولة الثانية تطبيق حكم المادة 9 [10].

1. Subparagraph (c) of article 2 further limits the scope of articles to those activities carried out in the territory or otherwise under the jurisdiction or control of a State.

The activities must be conducted in the territory or otherwise under the jurisdiction or control of one State and have an impact in the territory or in other places under the jurisdiction or control of another State.
