1. Communications may be submitted by or on behalf of an individual or group of individuals, within the jurisdiction of a State party, claiming to be victims of a violation by that State party of any of the rights set forth in any of the following instruments to which that State is a party:
1 - يجوز لفرد أو مجموعة أفراد يخضعون لولاية دولة طرف يدعون أنهم ضحايا لانتهاك الدولة الطرف لأي حق من الحقوق المنصوص عليها في أي من الصكوك التالية التي تكون تلك الدولة طرفا فيها أو من ينوب عنهم تقديم البلاغات:

1. The Committee shall have competence solely in respect of violations by the State party of any of the rights set forth in the Convention and/or the first two Optional Protocols thereto occurring after the entry into force of the present Protocol.
1 - لا يكون للجنة اختصاص إلا فيما يتعلق بالانتهاكات التي ترتكبها الدولة الطرف لأي حق من الحقوق المنصوص عليها في الاتفاقية و/أو في بروتوكوليها الاختياريين الأولين والتي تكون قد وقعت بعد بدء نفاذ هذا البروتوكول.

1. Communications may be submitted by or on behalf of an individual or group of individuals, within the jurisdiction of a State party, claiming to be victims of a violation by that State party of any of the rights set forth in any of the following instruments to which that State is a party:
1- يجوز أن تُقدم البلاغات من جانب، أو نيابة عن، أفراد أو مجموعة أفراد يخضعون لولاية دولة طرف ويدّعون أنهم ضحايا لانتهاك الدولة الطرف لأي حق من الحقوق المنصوص عليها في أي من الصكوك التالية التي تكون تلك الدولة طرفاً فيها:

Article 1 of the Optional Protocol provides that a State party to the Optional Protocol " recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant " .
4- وتنصّ المادة 1 من البروتوكول الاختياري على أن تعترف كل دولة طرف فيه باختصاص اللجنة في أن تتلقى البلاغات المقدمة من الأفراد الخاضعين لولايتها الذين يدّعون أنهم ضحايا انتهاك تلك الدولة الطرف لأي حق من الحقوق المقررة في العهد وأن تنظر في تلك البلاغات.

`A State party to the Covenant that becomes a party to the present Protocol recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party of any of the rights set forth in the Covenant.'

6. In a note verbale dated 25 January 2012, the State party affirmed that by adhering to the Optional Protocol to the Covenant, it had recognized the Committee's competence under article 1 thereof, to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by the State party of any of the rights set forth in the Covenant.
6- في مذكرة شفوية مؤرخة 25 كانون الثاني/يناير 2012، أكّدت الدولة الطرف أنها، بانضمامها إلى البروتوكول الاختياري الملحق بالعهد ووفقاً للمادة 1 منه، قد اعترفت باختصاص اللجنة في استلام البلاغات المقدّمة من أفراد خاضعين لولايتها القضائية يدّعون أنهم ضحايا انتهاك الدولة الطرف لأي حقّ من الحقوق المنصوص عليها في العهد وباختصاصها في النظر في تلك البلاغات.
