Any State party to this Protocol may propose an amendment and file it with the Secretary-General of the United Nations.
" ١- ﻷي دولة طرف في هذا البروتوكول أن تقترح تعديلا عليه تودعه لدى اﻷمين العام لﻷمم المتحدة.

The Conference of the Parties acknowledged " that the meaning of the term `State not party to this Protocol'may be subject to differing interpretations with respect to hydrochlorofluorocarbons by parties to the Beijing Amendment " .
وقد أقر مؤتمر الأطراف ' ' أن معنى مصطلح ' دولة غير طرف في هذا البروتوكول` قد يخضع لتفسيرات مختلفة فيما يتعلق بمركبات الكربون الهيدروكلورية فلورية من جانب الأطراف في تعديل بيجين``.

5. That the term " State not party to this Protocol " includes all other States and regional economic integration organizations that have not agreed to be bound by the Beijing Amendment;
5 - إن مصطلح ' ' الدولة غير الطرف في هذا البروتوكول`` يشمل جميع الدول والمنظمات الإقليمية للتكامل الاقتصادي الأخرى التي لم توافق على أن تكون ملزمة بتعديلات بيجين؛

(a) " Party " means, unless the context otherwise indicates, a party to this Protocol.

37. A regional economic integration organization that becomes a party to this Protocol pursuant to Article 24.1 shall include in its national communication information on the implementation of:
37- على كل منظمة تكامل اقتصادي إقليمية تصبح طرفاً في هذا البروتوكول بمقتضى المادة 24-1 أن تدرج في بلاغها الوطني معلومات عن تنفيذ ما يلي:

1 sept. Within one year of the date of entry into force of this paragraph, each party shall ban the import of the controlled substances in Annex F from any State not party to this Protocol.

Parties that have not objected to the annex in accordance with those procedures shall ban or restrict, within one year of the annex having become effective, the import of those products from any State not party to this Protocol.
وعلى الأطراف التي لم تعترض على المرفق وفقاً لتلك الإجراءات أن تقوم، في غضون سنة واحدة من بدء سريان المرفق، بحظر أو تقييد استيراد تلك المنتجات من أي دولة ليست طرفاً في هذا البروتوكول

“1. Any State party to this Protocol may propose an amendment and file it with the Secretary-General of the United Nations.

The Protocol shall establish legally-binding QELROs for each party to this Protocol.
٦١١-٢ يضع البروتوكول أهدافاً كمية لتحديد وخفض الانبعاثات تكون ملزمة قانوناً لكل طرف في هذا البروتوكول.

Any signatory or party to this Protocol not included in Annex I may, at any time, notify the Depositary that it has opted to be bound by this Article. The Depositary shall inform the other signatories and Parties of any such notification.
١- يجوز ﻷي موقع على أو طرف في هذا البروتوكول غير مدرج في المرفق اﻷول أن يخطر الوديع، في أي وقت، بأنه اختار أن يلزم نفسه بهذه المادة، ويبلغ الوديع سائر الموقعين واﻷطراف بأي إخطار من هذا القبيل.

Each party to this Protocol shall facilitate the passage of such persons through its territory.” The wording of this paragraph is based on that of article 9, paragraph 2, of the Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others.

Therefore, any State that becomes a party to this Protocol but is not a party to another international instrument referred to in the Protocol would not become subject to any right, obligation or responsibility under that instrument.
وعليه فان أي دولة تصبح طرفا في هذا البروتوكول ولكنها ليست طرفا في صك دولي آخر مشار اليه في هذا البروتوكول، لن تصبح خاضعة لأي حق أو التزام أو مسؤولية تترتب على ذلك الصك.

When the Conference of the Parties serves as the meeting of the Parties to this Protocol, any member of the Bureau of the Conference of the Parties representing a Party to the Convention but, at that time, not a party to this Protocol, shall be replaced by an additional member to be elected by and from amongst the Parties to this Protocol.
٣- عندما يعمل مؤتمر اﻷطراف بوصفه اجتماع اﻷطراف في هذا البروتوكول، يستبدل بأي عضو من أعضاء مكتب مؤتمر اﻷطراف يمثل طرفا في الاتفاقية ولكن لا يكون في الوقت ذاته طرفا في هذا البروتوكول عضو إضافي تنتخبه اﻷطراف في هذا البروتوكول من بينها.

" the term " State not party " to this Protocol " in Article 4, paragraph 9 does not apply to those states operating under Article 5, paragraph 1, of the Protocol until 1 January 2016 when, in accordance with the Copenhagen and Beijing Amendments, hydrochlorofluorocarbon production and consumption control measures will be in effect for States that operate under Article 5, paragraph 1, of the Protocol; "

5. Each Party undertakes to the fullest practicable extent to discourage the export to any State not party to this Protocol of technology for producing and for utilizing controlled substances in Annexes A, B, C, (deleted), E and F.
