13. In accordance with article 2, paragraph 3 (a), of the Covenant, the State party is under an obligation to provide the author with an effective remedy, including a full reconsideration of his claim regarding the risk of treatment contrary to articles 6, paragraph 1, and article 7 of the Covenant should he be returned to the Islamic Republic of Iran, taking into account the obligations of the State party under the Covenant.
