إلا أن المطلب السوري لم يلق الدعم المطلوب آنذاك، مما دعا سورية إلى طرحه ثانية عام 1991 مؤكدة على أهمية مثل هذا المؤتمر، وكذلك فعلت دولا أخرى عامي 1999 و 2001، إلا أن جميع تلك المحاولات لم تنجح لأسباب سياسية تتعلق بالاتفاقية وبالمعايير المزدوجة التي يكيل بها البعض مسألتي الإرهاب وحق الشعوب في النضال ضد الاحتلال الأجنبي.
