It is questionable whether this principle would be consistent with article 21 (3) of the Universal Declaration of Human Rights, which requires that the will of the people " shall be expressed in periodic and genuine elections " and that although the Armed Forces can be understood to be part of the State's services, it cannot be understood how they could be periodically elected.
