The use of personnel from developing countries as experts has been a form of technical cooperation since fiscal year 1994.

٣- تطلب إلى اﻷمين العام أن يتخذ التدابير اللازمة ﻹيلاء اهتمام خاص لتعيين موظفين من البلدان النامية لمركز حقوق اﻹنسان، فيما يوجد من شواغر وأيضاً في الوظائف اﻹضافية، وذلك لضمان توزيع جغرافي عادل، مع إيلاء اﻷولوية بصفة خاصة في هذا الشأن للتعيين في الوظائف العليا ووظائف الفئة الفنية ولتعيين النساء؛

2. 29. Ms. ZHANG Xiaoan (China) said that, with the conclusion of its reform activities, UNITAR should be able to implement more effectively training programmes on multilateral diplomacy as part of its continuing efforts to train personnel from developing countries.
٢٩ - السيدة زيانغ زياون )الصين(: قالت إن معهد اﻷمم المتحدة للتدريب والبحث ينبغي أن يكون قادرا، بعد أن أنهى أنشطته اﻹصلاحية، على أن ينفذ برامج تدريبية أكثر فعالية في مجال الدبلوماسية المتعددة اﻷطراف كجزء من جهوده المستمرة لتدريب موظفين من البلدان النامية.

17. Also reiterates that it is necessary to take urgent, concrete and immediate action to change the currently prevailing geographical distribution of staff of the Office in favour of a more equitable distribution of posts, in accordance with Article 101 of the Charter, particularly by recruiting personnel from developing countries and countries with economies in transition, including to senior posts;

4. Considers that it is necessary, in the process of restructuring the Office of the High Commissioner for Human Rights, to take urgent, concrete and immediate action to change the currently prevailing geographical distribution of the staff of the Office, in favour of a more equitable distribution of posts, in accordance with Article 101 of the Charter, particularly by recruiting personnel from developing countries, including to key posts;
٤- ترى أن من الضروري، في عملية إعادة تشكيل مكتب المفوضة السامية لحقوق اﻹنسان، اتخاذ إجراءات عاجلة وملموسة وفورية لتغيير التوزيع الجغرافي السائد حاليا لموظفي المكتب لتحقيق توزيع للمناصب يكون أكثر عدلا وفقا للمادة ١٠١ من الميثاق، وذلك بتعيين موظفين من البلدان النامية بشكل خاص، على أن يشمل ذلك المناصب الرئيسية؛

5. Requests the SecretaryGeneral to take the necessary measures to ensure that particular attention is paid to recruiting personnel from developing countries for the existing vacancies and for additional posts in the Office of the High Commissioner to ensure an equitable geographical distribution, giving particular priority in this regard to recruitment for highlevel and Professional posts and to the recruitment of women;
5- ترجو من الأمين العام أن يتخذ التدابير الضرورية لكفالة إيلاء اهتمام خاص لتعيين موظفين من البلدان النامية لملء الشواغر الحالية والمناصب الإضافية الأخرى في المفوضية، ضماناً للتوزيع الجغرافي العادل، مع إيلاء أولوية خاصة في هذا الصدد للتعيين في المناصب الرفيعة المستوى والمناصب من الفئة الفنية ولتعيين النساء؛

7. Considers that it is necessary to take urgent, concrete and immediate action to change the currently prevailing geographical distribution of staff of the Office in favour of a more equitable distribution of posts, in accordance with Article 101 of the Charter, particularly by recruiting personnel from developing countries, including to key posts;
7- ترى أن من الضروري، في عملية إعادة تشكيل المفوضية السامية، اتخاذ إجراءات عاجلة وملموسة وفورية لتغيير التوزيع الجغرافي السائد حالياً لموظفي المفوضية السامية لتحقيق توزيع للمناصب يكون أكثر إنصافا وفقاً للمادة 101 من الميثاق، وذلك بتعيين موظفين من البلدان النامية بشكل خاص، على أن يشمل ذلك المناصب الرئيسية؛

4. Also requests the Secretary-General, in signing agreements with countries as a result of which junior professional officers are provided to the Centre for Human Rights, to urge those countries to ensure financial resources to guarantee that personnel from developing countries are able to work as junior professional officers, with a view to conforming to the principle of equitable geographical distribution;
٤- تطلب أيضا إلى اﻷمين العام أن يعمد، في توقيعه اتفاقات مع البلدان تكون نتيجتها تزويد مركز حقوق اﻹنسان بموظفين فنيين مبتدئين، إلى حث تلك البلدان على أن تكفل الموارد المالية التي تكفل أن يكون الموظفون من البلدان النامية قادرين على العمل كموظفين فنيين مبتدئين، وذلك بغية الامتثال لمبدأ التوزيع الجغرافي العادل؛

This experience and know-how can be made available to developing countries where there is need for mapping and other forms of remote sensing applications. There is thus an increasing demand for technology transfer in the form of training of personnel from developing countries.
ويمكن اتاحة هذه الخبرة والدراية التقنية للبلدان النامية حيثما تكون هناك حاجة الى رسم الخرائط وغير ذلك من أشكال تطبيقات الاستشعار عن بعد ، اﻷمر الذي نشأ عنه طلب متزايد على نقل التكنولوجيا في شكل تدريب عاملين من البلدان النامية .

The United Nations International Institute on Ageing, hosted by Malta, has for the past 11 years, with the assistance of the United Nations Population Fund (UNFPA) and the United Nations Development Programme (UNDP), and with a major contribution from the Government of Malta, provided such training to personnel from developing countries all over the world.
لقد قام معهد اﻷمم المتحدة الدولـــي المعنـــي بالشيخوخة الذي تستضيفه مالطة، بتوفير هذا التدريب لموظفين من البلدان النامية من كل أرجاء العالم، خلال السنوات اﻟ ١١ الماضية ، وذلك بمساعدة صندوق اﻷمم المتحدة للسكان وبرنامج اﻷمم المتحدة اﻹنمائي، وبمساهمة كبيرة من حكومة مالطة.
