The International Narcotics Control Board reports that, as traffickers experience increased difficulties obtaining ephedrine and pseudoephedrine, they may be turning to phenylacetic acid as a precursor for the illicit manufacture of methamphetamine.

To assess the impact of that recommendation, the Secretary-General transmitted the recommendation of the Board through a note dated 27 April 2007, inviting Governments, pursuant to article 12, paragraph 3, of the 1988 Convention, to submit their comments regarding the possible transfer of phenylacetic acid from Table II to Table I of the 1988 Convention.

In making its assessment of phenylacetic acid, in accordance with the above-mentioned paragraphs of the 1988 Convention, the Board had at its disposal the information contained in its notification submitted to the Secretary-General, as well as comments and supplementary information received from Governments pursuant to article 12, paragraph 3.
