Its continued progress will depend on the commitment of two of its leading promoters – Turkey’s AKP and Egypt’s Muslim Brotherhood – to design and implement political systems that safeguard the basic democratic principles of pluralism, freedom, and the rule of law.

Afghanistan will continue to bleed until the allies finally recognize that only by engaging the Taliban do they stand a chance of ending the war. But the West will also have to recognize that conflicts with a potent cultural and religious component are simply not susceptible to a military solution – a realization that points toward ending the ostracism of political Islam – Hamas and Hezbollah, for example.

From Israel’s viewpoint, the rise to power of Sunni political Islam throughout the region over the past two years will lead to an ambivalent outcome. While the weakening and rollback of Iran serves Israeli strategic interests, Israel will have to reckon with Sunni Islamist power everywhere in its vicinity, leading directly to a strengthening of Hamas.

Engaging political Islam will need to be the central part of any successful strategy for the Middle East. Instead of sticking to doomsday prophecies or to categorical perspectives that prevent an understanding of the complex fabric of Islamic movements, the West needs to keep the pressure on the incumbent regimes to stop circumventing political reform.
إن مشاركة الإسلام السياسي لابد وأن تشكل جزءاً مركزياً من أي إستراتيجية ناجحة للتعامل مع الشرق الأوسط. وبدلاً من التشبث بنبوءات يوم القيامة أو وجهات النظر المطلقة التي تمنع التوصل إلى فهم واضح للنسيج المعقد للحركات الإسلامية، يتعين على الغرب أن يواصل الضغط على الأنظمة العربية القائمة لحملها على التوقف عن الدوران حول الإصلاح السياسي ومراوغته.

In Egypt, the West should work with all three leading political forces – the military, the Brotherhood, and the urban young – because no short-term solution will come in the form of one option. The worst approach would be to marginalize or even persecute the Muslim Brotherhood and political Islam again.
وفي مصر، يتعين على الغرب أن يعمل مع القوى السياسية الثلاث الرائدة ــ المؤسسة العسكرية، والإخوان، وشباب المناطق الحضرية ــ لأن أي حل قصير الأجل لن يأتي في هيئة خيار واحد. والنهج الأسوأ في التعامل مع هذه المسألة هو تهميش أو حتى اضطهاد الإخوان المسلمين والإسلام السياسي مرة أخرى.
