The speaker unreservedly supported the study requested by the Secretary-General into the political platforms that promoted or incited racial discrimination, and the constructive recommendations it contained on the need to discourage all forms of racist propaganda, racial discrimination and xenophobia.

33. On 29 July 2006, following the Regional Conference of the Americas and in collaboration with the Office of the High Commissioner and the Government of Brazil, the Special Rapporteur organized an expert seminar on the issue of political platforms that incite racial discrimination.

Section I presents a general overview on the issue of incompatibility between democracy and racism; section II provides an analysis of the most relevant political platforms that have incited racism and racial discrimination in Europe, Asia, Africa, South America, the Middle East and North America; and section III offers conclusions and recommendations drawn from that analysis.

The Special Rapporteur wishes to draw the attention of the Commission to the study on the question of political platforms that incite or encourage racial discrimination (A/59/330), which he submitted to the General Assembly at its fifty-ninth session, providing an overview of parties and movements worldwide whose strategy or objective is to incite racial hatred or xenophobia.

61. Following the Conference, on 29 July, the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance hosted an expert seminar to discuss issues pertaining to political platforms that promote racial discrimination.
61 - وبعد انتهاء المؤتمر، استضاف المقرر الخاص المعني بالأشكال المعاصرة للعنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب، في 29 تموز/يوليه، حلقة دراسية متخصصة لمناقشة المسائل المتعلقة بالبرامج السياسية التي تعزز التمييز العنصري.

39. The study on political platforms that promoted or incited racial discrimination showed that racism, racial discrimination, xenophobia and related intolerance had been on the rise in many parts of the developed world; and that, in addition to their traditional victims, they were now affecting groups such as immigrants, refugees and non-nationals.
39 - والدراسة المتعلقة بالبرامج السياسية التي تُشجع أو تُدعم التمييز العنصري قد أوضحت أن العنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب قد اتسمت بالتزايد في الكثير من أنحاء العالم المتقدم النمو، ولقد أفضت هذه البرامج اليوم، إلى جانب ما لها من ضحايا تقليديين، إلى التأثير على جماعات من قبيل المهاجرين واللاجئين وغير المواطنين.
