17. The provisions of this Convention shall not be interpreted as restricting the international exchange of data for scientific purposes not prohibited by this Convention.
17 - لا يجوز تفسير أحكام هذه الاتفاقية بأنها تقيد التبادل الدولي للبيانات لأغراض علمية لا تحظرها هذه الاتفاقية.

In order to rule out any ambiguity in this respect, document CD/1679 specifically provides that " this treaty shall not be construed as impeding the research and use of outer space for peaceful purposes or other military uses not prohibited by this treaty " .

This document prohibits the following basic actions: placing in orbit around the earth any object carrying any kind of weapons; installing such weapons on celestial bodies; stationing such weapons in outer space in any other manner; resorting to the threat or use of force against outer space objects; and encouraging other States, groups of States or international organizations to participate in activities prohibited by this proposed treaty.

2. A High Contracting Party that has cluster munitions prohibited by this Protocol under its jurisdiction and control shall develop a comprehensive plan, in accordance with national procedures, for the destruction, after the expiration of any applicable period of deferred compliance, of all such cluster munitions.
