Section IV of the report of the Secretary-General deals with prototype fascicles for five sections of the programme budget for the biennium 2000-2001.1 As indicated in paragraph 45 of the report, the fascicles were prepared for illustrative purposes to demonstrate the applicability of results-based budgeting concepts and terminology to the United Nations.

To allow a comparison of the regular and prototype fascicles, the prototypes have been prepared on the basis of the regular fascicles of the following sections: section 3, Political affairs; section 11A, Trade and development; section 15, International drug control; section 18, Economic development in Europe; and section 27B, Office of Programme Planning, Budget and Accounts.

The General Assembly, in its resolution 53/205 of 18 December 1998, requested the Secretary-General to submit to it, through the Advisory Committee, for consideration at its fifty-fourth session, the prototype fascicles suggested by the Advisory Committee as well as a comprehensive and analytical report on his proposal on results-based budgeting, which should include, inter alia, the following elements:
وقد طلبت الجمعية العامة إلى اﻷمين العام في قرارهـــا ٣٥/٥٠٢ المؤرخ ٨١ كانون اﻷول/ ديسمبر ٨٩٩١، أن يقدم إليها في دورتها الرابعة والخمسين الكراسات النموذجية التي اقترحتها اللجنة الاستشارية، وأن يقدم إليها كذلك تقريرا شاملا وتحليليا عن اقتراحه بشأن الميزنة على أساس النتائج، كي تنظر فيها على أن يتضمن التقرير، في جملة أمور، العناصر التالية:

85. It is recommended that the General Assembly request the Secretary-General to continue to develop performance indicators for use in all substantive and support programmes and to include performance indicators in all sections of the proposed programme budget for the biennium 2002-2003, in addition to statements of objectives and expected accomplishments in a single coherent framework, as elaborated in the prototype fascicles.

Following its consideration of the report of the Secretary-General, the Advisory Committee endorsed the above-mentioned proposal, but also recommended that the number of prototype fascicles be expanded to cover more complex budget areas such as political affairs, international cooperation for development, a regional commission and common support services (A/53/655, para. 4).
٣ - وعقب نظر اللجنة الاستشارية في تقرير اﻷمين العام، أيدت الاقتراح المشار إليه أعلاه لكنها أوصت كذلك بزيادة عدد الكراسات النموذجية بحيث تغطي مجالات أكثر تعقيدا في الميزانية من قبيل الشؤون السياسية، والتعاون الدولي ﻷغراض التنمية، وتغطي كذلك إحدى اللجان اﻹقليمية وخدمات الدعم المشتركة A/53/655)، الفقرة ٤(.

The Advisory Committee had requested the Secretary-General to submit further prototype fascicles in the results-based format, including some for more complex budget areas such as political affairs, international cooperation for development, regional commissions, and common support services.
وكانت اللجنة الاستشارية قد طلبت إلى اﻷمين العام أن يقدم مزيدا من كراسات النماذج اﻷولية باستخدام شكل الميزنة على أساس النتائج، بما في ذلك بعض مجالات الميزانية اﻷكثر تعقيدا مثل الشؤون السياسية، والتعاون الدولي من أجل التنمية، واللجان اﻹقليمية، وخدمات الدعم المشتركة.

In its resolution 53/205, the General Assembly, inter alia, requested the Secretary-General to submit to it, “through the Advisory Committee, the prototype fascicles, as recommended by the Advisory Committee in paragraph 4 of its report”.
وطلبت الجمعية العامة في قرارها ٣٥/٥٠٢ إلى اﻷمين العام، في جملة أمور، أن يقدم إليها " عن طريق اللجنة الاستشارية، النماذج اﻷولية حسبما أوصت به اللجنة الاستشارية في الفقرة ٤ من تقريرها " .

7. Requests the Secretary-General to submit to the General Assembly, through the Advisory Committee, the prototype fascicles, as recommended by the Advisory Committee in paragraph 4 of its report;2

For this purpose, the Committee recommends that the Secretary-General present, as indicated above, the full proposed programme budget for the biennium 2000–2001 in the current format, but that he expand his submission of prototype fascicles, utilizing a results-based budgeting format, to more complex budget areas such as political affairs, international cooperation for development, a regional commission and common support services.
