With regard to the draft articles on countermeasures proposed by the Special Rapporteur (arts. 11 to 14), his delegation believed, first, that countermeasures should be applied with great caution and restraint; secondly, that they should not, as a rule, have a punitive character; and thirdly, that they should be admissible only when all means of peaceful settlement had been exhausted.
