The use of any other procurement method still requires justification through a consideration of whether the conditions for use under articles 29 to 31 of the 2011 text are satisfied; a statement of the reasons and circumstances relied upon by the procuring entity to justify the use of such other method is still to be included in the record of the procurement proceedings.
وما زال استخدام أيِّ طريقة اشتراء أخرى يحتاج إلى مبررات بالتحقق ممّا إذا كانت شروط الاستخدام بموجب المواد من 29 إلى 31 في نصّ عام 2011 مستوفاة؛ وما زال من المطلوب أن يُدرج في سجل إجراءات الاشتراء بيان بالأسباب والظروف التي استندت إليها الجهة المشترية لتسويغ استخدام تلك الطريقة الأخرى.

(l) In procurement proceedings in which the procuring entity, in accordance with article 8 (1), limits participation on the basis of nationality, a statement of the grounds and circumstances relied upon by the procuring entity for imposing the limitation;

(د) في إجراءات الاشتراء التي تحدّ فيها الجهة المشترية، وفقاً للمادة 8 من هذا القانون، من مشاركة المورِّدين أو المقاولين، بياناً بالأسباب والظروف التي استندت إليها الجهة المشترية في فرض ذلك الحد؛

(e) If the procuring entity uses a method of procurement other than open tendering, a statement of the reasons and circumstances relied upon by the procuring entity to justify the use of such other method;
(ﻫ) في حال استخدام الجهة المشترية طريقة اشتراء أخرى غير المناقصة المفتوحة، بياناً بالأسباب والظروف التي استندت إليها الجهة المشترية لتسويغ استخدام تلك الطريقة الأخرى؛

(h) If the procurement is cancelled pursuant to paragraph 1 of article 19 of this Law, a statement to that effect and the reasons and circumstances relied upon by the procuring entity for its decision to cancel the procurement;
(ح) في حال إلغاء الاشتراء بمقتضى الفقرة 1 من المادة 19 من هذا القانون، بياناً بهذا الشأن وبالأسباب والظروف التي استندت إليها الجهة المشترية في اتخاذ قرارها بإلغاء الاشتراء؛

(j) If no standstill period was applied, a statement of the reasons and circumstances relied upon by the procuring entity in deciding not to apply a standstill period;
(ي) في حال عدم تطبيق فترة توقف، بياناً بالأسباب والظروف التي استندت إليها الجهة المشترية في اتخاذ قرارها بعدم تطبيق فترة توقف؛

(n) If a submission is rejected pursuant to article 20 of this Law, a statement to that effect and the reasons and circumstances relied upon by the procuring entity for its decision;
(ن) في حال رفض عرض مقدّم وذلك بمقتضى المادة 20 من هذا القانون، بياناً بهذا الشأن وبالأسباب والظروف التي استندت إليها الجهة المشترية في ذلك القرار؛

(o) If a supplier or contractor is excluded from the procurement proceedings pursuant to article 21 of this Law, a statement to that effect and the reasons and circumstances relied upon by the procuring entity for its decision;
(س) في حال استبعاد مورّد أو مقاول من إجراءات الاشتراء بمقتضى المادة 21 من هذا القانون، بياناً بهذا الشأن وبالأسباب والظروف التي استندت إليها الجهة المشترية في ذلك القرار؛

(d) In the procurement proceedings in which the procuring entity, in accordance with article 8 of this Law, limits participation of suppliers or contractors, a statement of the reasons and circumstances relied upon by the procuring entity for imposing the limitation;
(د) في إجراءات الاشتراء التي تحدّ فيها الجهة المشترية، وفقا للمادة 8 من هذا القانون، من مشاركة المورِّدين أو المقاولين، بيانا بالأسباب والظروف التي استندت إليها الجهة المشترية في فرض ذلك الحد؛

(e) If the procuring entity uses a method of procurement other than open tendering, a statement of the reasons and circumstances relied upon by the procuring entity to justify the use of such other method;
(ﻫ) في حال استخدام الجهة المشترية طريقة اشتراء أخرى غير المناقصة المفتوحة، بيانا بالأسباب والظروف التي استندت إليها الجهة المشترية لتسويغ استخدام تلك الطريقة الأخرى؛

(h) If the procurement is cancelled pursuant to article 18 (1) of this Law, a statement to that effect and the reasons and circumstances relied upon by the procuring entity for its decision to cancel the procurement;
(ح) في حال إلغاء الاشتراء بمقتضى المادة 18 (1) من هذا القانون، بيانا بهذا الشأن وبالأسباب والظروف التي استندت إليها الجهة المشترية في اتخاذ قرارها بإلغاء الاشتراء؛

(j) If no standstill period was applied, a statement of the reasons and circumstances relied upon by the procuring entity in deciding not to apply a standstill period;
(ي) في حال عدم تطبيق فترة توقف، بيانا بالأسباب والظروف التي استندت إليها الجهة المشترية في اتخاذ قرارها بعدم تطبيق فترة توقف؛

(n) If a submission is rejected pursuant to article 19 of this Law, a statement to that effect and the reasons and circumstances relied upon by the procuring entity for its decision;
(ن) في حال رفض عرض مقدّم وذلك بمقتضى المادة 19 من هذا القانون، بيانا بهذا الشأن وبالأسباب والظروف التي استندت إليها الجهة المشترية في ذلك القرار؛

(o) If a supplier or contractor is excluded from the procurement proceedings pursuant to article 20 of this Law, a statement to that effect and the reasons and circumstances relied upon by the procuring entity for its decision;
(س) في حال استبعاد مورّد أو مقاول من إجراءات الاشتراء بمقتضى المادة 20 من هذا القانون، بياناً بهذا الشأن وبالأسباب والظروف التي استندت إليها الجهة المشترية في ذلك القرار؛

(f) In the case of procurement by means of an electronic reverse auction or involving an electronic reverse auction as a phase preceding the award of the procurement contract, a statement of the reasons and circumstances relied upon by the procuring entity for the use of the auction and information about the date and time of the opening and closing of the auction;
(و) في حالة الاشتراء عن طريق مناقصة إلكترونية أو الاشتراء الذي ينطوي على مناقصة إلكترونية باعتبارها مرحلةً تسبق إرساءَ عقد الاشتراء، بياناً بالأسباب والظروف التي استندت إليها الجهة المشترية لاستخدام طريقة المناقصة، ومعلومات عن تاريخ ووقت فتح المناقصة وإغلاقها؛

(f) In the case of procurement by means of an auction or involving an auction as a phase preceding the award of the procurement contract, a statement of the reasons and circumstances relied upon by the procuring entity for the use of the auction, and information about the date and time of the opening and closing of the auction;
(و) في حالة الاشتراء عن طريق مناقصة علنية أو الاشتراء الذي ينطوي على مناقصة علنية باعتبارها مرحلة تسبق إرساء عقد الاشتراء، بيانا بالأسباب والظروف التي استندت إليها الجهة المشترية لاستخدام طريقة المناقصة العلنية، ومعلومات عن تاريخ ووقت فتح المناقصة العلنية وإغلاقها؛
