Any decision rendered by such courts on rights and obligations in a suit at law would thus be contrary to the Covenant, since paragraph 18 provided that decisions of that nature must be rendered by a court that was " independent of the executive and legislative branches of government " . That was tantamount to excluding virtually all administrative decisions in the United States, for example.
