211. Bearing in mind the desire to achieve universal participation in the Convention and the representation of the principal legal systems and equitable geographic representation in the composition of the Tribunal, the Preparatory Commission further decided to recommend to the States Parties the following procedural arrangements for the organization of the Tribunal:
