1. The host country shall not exercise its criminal jurisdiction over witnesses and experts appearing from outside the host country on a summons or a request of the Tribunal, in respect of acts or convictions prior to their entry into the territory of the host country.

At the request of the Tribunal, the Security Council, by its resolution 1165 (1998) of 30 April 1998, established a third Trial Chamber, increasing the number of judges from six to nine, in order to enable the International Criminal Tribunal for Rwanda to try, with less delay, the large number of accused awaiting trial.
٥ - بناء على طلب المحكمة الجنائية الدولية لرواندا، أنشأ مجلس اﻷمن بقراره ١١٦٥ )١٩٩٨( المؤرخ ٣٠ نيسان/أبريل ١٩٩٨ دائرة ابتدائية ثالثة، ليرتفع بذلك عدد القضاة من ستة إلى تسعة قضاة، بغية تمكين المحكمة الجنائية الدولية لرواندا من القيام، دون تأخير كبير، بمحاكمة العدد الكبير من المتهمين المنتظرين للمحاكمة.
